You did say VST? OK ... when you go to the  VST/ DXii synth window you see a little 'rack' with four slots on the tab "Synth Track."
 
If you radio button select one of the slots and then hit the little tab arrow on the right, at the bottom you'll see "Add VST Plugin ..."
 
You have to do this to open the dialog box to navigate to your VST plug in folder. You can also add VST effects to place in the audio chain after the VSTi or DXi synth ... like reverb, sonic enhancer, etc.
