I would suggest to the primary presidency to that singing time would be first. I encouraged this in our ward-- I used the reasoning was that the reverence issue would be greatly helped by having singing time first. I use alot of actions and movement in the singing time to help get the children's wiggles out. (our sacrament meeting comes first in the block program-- so the children are tired of sitting by the time primary starts.) That way I would take my 20 minutes and then the remainder of the time would be for sharing time. If sacrament meeting was out late, we would just divide the remainding time in 1/2. This worked well.
I think that the member of the bishopric could help with the issue as well. Or even discuss this matter with the Stake Primary. They have been very helpful in my case with different issues I have had.
