There is no good cheap way to do this in general.
There are special cases. If you have a trained ear, you may be able to
transcribe. If the midi is a single instrument playing one note at a time
there is software that will do a reasonable job. There is software that will
give you visible cues that help you to transcribe based on frequency
analysis. .
But in general, it's an unsolved problem.
Going from mp3 to midi is a problem a lot of people would like solved.
Figure it out and you stand to make a lot of money.
