Maybe let them earn something by singing? I just saw someone's blog post about the kids earning a big marshmallow for each song they sang well. THEY didn't get the marshmallows, though. They were put in a bowl and then at the end, the chorister had to stuff her mouth with them and sing. Or there is the one where the class who sings the best earns the hideous hat award that their teacher has to wear until another class out-sings them.
I agree with the person who said that the teachers can really influence the boys. The Sr. boys weren't singing well - or being all that reverent - until my husband was called into Primary with them. He really whipped them into shape. He let them know what he expects from them, has had private chats with some of them enlisting their cooperation, etc. The senior boys have seriously turned around since then and are great singers. If you can enlist teachers to join in your efforts encouraging the singing, that can help.
Try inviting male singers into primary every once in a while. With September's theme being missionary work, you could invite your local missionaries to come in and sing, or a group of priests who will be leaving on missions in the near future.
