I would think there are so many great ideas in the files section that you could get lots of ideas without turning to the Halloween theme.  The kids get enough of that stuff at school and other places without bringing it into primary.  Just my opinion.  I would agree with Catherine and do some checking before pursuing the Halloween theme.

I would recommend getting approval before using a "Halloween" theme at church.  It's not allowed here.
