FWIW ... hard drives continue to get bigger in capacity and smaller in footprint. Many newer USB bus powered drives, i.e., 2.5 inch, have an additional USB to hard drive cable to send a second stream of power from the lap top. Smaller laptops also tend to put out less amps.
 
I don't think there can be any 'magic' in the external drives BIAB supplies. Why not simply copy all the data to a newer drive with ... if necessary ... the second USB power cable?
 
Finally, there are laptops and there are laptops. I have a Dell 'workstation' laptop that puts out equivalent amps to a desktop and drives all my 2.5 USB powered drives without need for the additional USB power cable.
